Be ready to decide, act and persist
- The activation loop: hear the need, act locally, validate what exceeds local means, and seek proportionate support.
- The geographic reporting line, role boundaries, non-partisanship, safeguarding and evidence standards that protect community legitimacy.
- Listen without taking over, distinguish a symptom from a need, and turn local knowledge into a precise, evidence-backed case.
- Convene, prioritise, delegate, follow through and communicate decisions so people can see what happened next.
- Remain present after the first conversation, pursue commitments respectfully and report setbacks as honestly as successes.
- Use authority as stewardship, resist partisan capture and keep affected people—especially excluded groups—inside the decision loop.
